I have seen something like that, but it was on a concept bike that had structural fenders. I could see how that would be useful on occasion, but not that useful

You linked to the Sportster model but I only see what you're talking about on the "Urban Kit" of the SUB model. It does not look strong or useful.

Unless those support struts and the fender itself are really strong, I wouldn't carry anything of substance on that rack. That just looks like a recipe for tire rub.

Probably why they mount the fenders with 1" of clearance, essentially rendering them useless against spray from the tires.

It's probably OK for carrying a jacket and your lunch, but like everyone else said, I wouldn't put anything heavy on that rack.
