I need help deciding!
Well first of all. Are all Rear bicycle Racks all the same? Can they all carry different bags?

Alas, all rear racks are not the same. Some are better used for just mounting a trunk rack bag to, others are better suited for panniers (but have too narrow of a platform to mount a trunk bag), some will do either/or but not both at the same time, and some will take panniers and trunks at the same time.
Don't know what you are wanting to haul, but based upon what you linked to, I'd go with the Topeak rack over that other one.

Check out thrift stores and garage/estate/yard sales.
I just got finished looking over your thread about your bike. I'd say a) you did get a decent bike for your needs and current range, b) it looks like you're either on a very tight budget or just have a problem with spending money in general (or justifying the bike related expenses in particular- I can relate, as my wife frowns every time I spend a dime).
Your lowest cost option will be a rack like that Topeak, your current backpack, and some bungee cords. Or a milk crate ziptied to the rack.

Its a tight budget.
I actually "Splurged" a little on the bike back in September
As for the spending let me let you into my finances.
I normally (After other expenses) make about $30 a job. I normally get .75 jobs a day.
I need to pay for food, Books, Cell ETc ETC
After all is said and done my spending money comes down to almost $30 a weej,
meaning i will have to work two weeks to earn a rack / pack.
Now sure i can do the whole milk crate thing but that doesn't really help my ego
