If I run flashing lights in a MUP its because I forgot to turn them off. Its too much of a hassle for me to reach beind me. Its not that I have emotional issues, or maybe I do since I can't be bothered to turn off a light.
You're basically making the same mistake some people do of assuming things. There is always a reason why someone does something. Even salmon cyclists.
Gotta think outside the box and deal with it. If it bugs you that much wear shades.

In Germany flashing bike lights are illegal. They have many more cyclists. Do they have more night bike accidents? Rather than having lasers in flashing mode, it's a billion times more effective to make your bike area visibility larger. What I mean is wearing reflective material in addition to the bike lights (in steady mode). New reflective materials are really good. For a driver it's easier to spot a person when his/her upper body (and possibly the legs) is (are) reflecting light, in addition to his/her active lighting.
I don't assume anything; I try to be kind to others. My night setup is front and rear B&M lights (steady only) on my big bike and Urban 300 and Dinotte 400R on the folder (always in steady mode). My cycling jacket has reflective strips and I also wear a high-vis vest with plenty of reflective stripes. When car headlights hit my body, it's like a Xmas tree on wheels. If a driver would overlook that, then he/she should be charged for attempted murder (to use someone else's saying). The only time I'd be willing to use flash modes is in a super-dense fog or a blizzard.
I also bike defensively.

Which is why I have a MonkeyLectric disco light on my front wheel. And a front Blaze light I set to solid beam on MUPs so I can see the path despite the lack of streetlights. ;-)
