By the time you wrote, Surly had given the CC mid-blade fork fittings for lowrider racks. This year they added threaded eyelets in the fork crown, which you can see on Harris Cyclery's CC page: https://blog.harriscyclery.com/new-surly-cross-checks/ Sadly, this year they also put their ragged S logo atop the fork crown.

I'm with gerv on the chainring question. Smaller rings are always OK; it's bigger rings that can be a problem, for chainstay clearance.

2 weeks past isn't as bad as 7 year resurrector. Okay, so imagine having both a Surly Cross Check and a Soma Double Cross disc, how would you build up these two similar frames to differentiate them, aside from the obvious lack of disc brakes on the Surly?

Take advantage of the Surly's semihorizontal dropouts to make it SS or use an IGH.

Ease of IGH compatibility is the biggest pro to the Surly, IMO.
For a traditional drivetrain, I prefer the Soma w/ disc option.
