GF Solstice - What is this part

Bought a 'basically NOS' 2003 Gary Fisher Solstice (off of CL earlier this year) for riding with the kids to/from school, general errands, and exercising a bit when the weather's not nice enough to take out my road bike. It's got a few mods already....new straight stem and handlebar, which makes it look a bit more 'sporty' (so says my 8 and 9 year olds) and it really is comfortable on any length of ride so far.

This one:



Right behind the seat tube, directly above the V Brakes (in the pic), is a cylinder about 2-3" deep/long. It's welded into the rear seat stay. It looks like maybe a trailer attachment/fender/rack attachment point of some sort.....anyone know what it's officially for (excuse the mud, took my 9 year old out riding in the rain yesterday ):

Maybe I should add that this bike's description/intended purpose is 'Comfort/Commuter'....and is why I put this question in the commuter section?

Besides, we are using it to facilitate commuting to/from school. Currently only 1 mile each way....but in a year that jumps to 2.8 miles each way....
