2 bike rack for small apartment

2 bike rack for small apartment
I've completed my move, and my current apartment comes with a bike locker (which only fits one bike, so my roadbike is in my apartment right now) instead of attached indoor storage like my old one. I'd like to have both bicycles in the apartment eventually. I've been looking at bicycle racks on Amazon, does anyone have one they'd recommend?
My requirements:
1. I have an old, fat, and stupid cat. I need a rack that won't tip over easily and smoosh him if he decides he likes it better than the superluxe cat tree I bought him.
2. Minimal wall damage. It's an old apartment, and I don't want to get electrocuted drilling into the wall.
3. Small footprint. The apartment was made in the 60s, and I think the designers were hitting the vitamin Q something fierce when they made it. Despite having more sq ft than my old apartment, it has less usable floor space.
4. My budget is about $100. I could be persuaded to spend more, especially because I'd like to have it double as an ersatz repair stand.

We have one of those Delta racks in our bike room and have had no problems with it. It's lightweight and easy to move around and comes apart into a small package for easy storage or moving. Probably not good as a repair stand though.
We put a lighter road bike on the top part, and a heavier commuter bike on the bottom (actually resting on floor).

You want vertical hanging, or 1 over the other wall rack, bike horizontal?
I've put 2 hooks in the overhead, an hung bikes upside down from the overhead..
rubbermaid track system puts the bike hooks on a slider, so they can be moved closer together,
then spread out, to take a bike down..
And good folding bike is one that stows in the closet.
Building code has wall studs on 16" centers.. buy an electronic stud finder.
you can find places to screw in hooks , and then 'spackle' in the holes when you move..
asking the guy that owns the building and saying what you need to do probably will be appreciated..

I think the delta is the best one. I don't think the cat will bother it. But cats are wierd. What you think they'll like, they dont, and what you think they'll have no interest in they love.

I used one of these when I lived in an apartment. No wall or ceiling damage to worry about and it is very sturdy. I put my road bike on top and my MTB on bottom and never had any problems.
I still have it, actually, and could give you a good deal on it if you're interested.

I have the Topeak rack below. It is outstanding and has more adjust-ability than most. I use it for 98% of my maintenance. It is very solid and is of course freestanding and folds up to move about quickly, if needed. The price is above the budget you stated, but personally I cannot think of a reason I would ever get rid of it. The quality is very, very good.

If you screw them into the ceiling joist near the wall, the bike will hang from its wheel with the bottom of the wheels against the wall. Keeps them up and out of the way and is cheap.
