Cold wet days I go with a pair of REI rain pants on the outer. Really really cold days I have an old pair of snowboarding pants that do the job.

not cheap, but the fabric sounds like a good compromise between waterproof and breathable

Outlier pants are awesome and totally worth the money if you can afford them. And the company will let you send 'em back for free if they're wrong size, etc.(I think)
