Easy, cheap solution for covering hands on handlebar: LEG GAITERS.
I recently posted a message to ask ye bikers about fairings for winter riding. Some people responded with information about "handlebar gloves" and small hand-shields. I liked these suggestions because full fairings are very expensive and it's hard to find a supplier. But even the handlebar gloves and hand-shields are expensive or hard to find where I am (Ottawa, Canada).
I found a simple, cheap, and effective solution that I have been testing for a week: leg gaiters.
I stretch one gaiter over each end of the handlebar. The gaiters that I own close with snap-buttons, so there is space for me to insert my hands.
My gaiters are similar to this product, although mine cost less and were not described as being "snake proof" (not a requirement during the winter where I ride): https://www.moroka30.com.au/images/Sn...ct%20photo.jpg

I recently used cheap ($16) scooter bar mitts and set it up to use with bar end mirrors. I found it works very well.

is it really that cold for you guys?
i go with lillsport superrace XC gloves
they seem to work really well down to -10C (15F) or so.
the little tab is excellent for pulling them on with my teeth
