Something that hasn't necessarily been addressed is what you want clips or straps to do for you. Do you want the ability to pull upwards on a pedal stroke or are you mainly concerned with putting your foot back on the pedal and always being assured of having it right back on the sweet spot over the pedal axle? If you want to pull up on a pedal stroke then you should be looking at something like Powergrips or the other straps that completely run over the top of your foot. If you just want ease of positioning your foot each time then the half clip options are fine for that. As has been mentioned, a lot of the options that go over the whole top of the foot won't play nice with a heavily treaded shoe sole. Myself, I ride with clipless mountain bike shoes and Crank Brothers Candy 1 pedals all year around. A fellow commuter co-worker though rides with clipless when it's warmer-ish, but if it is really cold, he wears thick snow boots and just flips his pedals over to use the non-clipless side with no type of locator half clip or other strap. It works for him, but he rides a lot shorter distance than I do. I used to have Powergrips on a mountain bike and they were better in some respects than the clips/straps that preceded them. However, I didn't like the way the outside edge of the Powergrip pressed on the outer edge of my foot. I quickly traded up to full clipless and have never looked back.

That being said, I agree with this post. I commute (and do all of my riding) with mountain bike shoes and SPD pedals. Next year, I'm thinking of getting "winter" bike shoes (this year, I used covers).
