That actually looks like an umbrella holder! I've seen something similar (but simpler in design) in Amsterdam. I guess the umbrella is also a clue too, but you gotta love the hand warmers!

good headwind would be fun with an umbrella in that thing. Not to mention it would be virtually useless.

Looks to me like a street cleaner's bicycle, but I can't figure out the purpose that bracket or attached brace serves in the center of the handlebar.

Looks like there could be some kind of lever above that brace.
