Outside of all the Opinions and buyers saying theirs is better..
If 'best' is tied to the one that costs the most, the American Silca wins over even the Italian ones SILCA - Manufacturers of the finest pumps and tools for bicycles
A recent buyout has them both under the same ownership..

I was recently trying to rationalize spending $200 for an air compressor powerful enough to run a paint sprayer. Later the same day I saw the price for the new Silca floor pump, and the $200 compressor suddenly seemed like a bargain.
But back to the thread: I have a Park pump with a dual head that has served me well *except* when trying to inflate a completely flat tire with a Presta valve. I have to either pump a little air in using my frame pump or an adapter and the Schrader side first. The Kuwahara Hirame Pump Head mentioned by a previous poster may be my solution....
