It's a nice idea, but don't expect it to ever happen in the USA. It's too easy to imagine how someone could fall while using this leading to a lawsuit. So while I think this is a nice, safe concept that could make sense in some places, it's too dangerous (legally) to ever happen here.

Why not just walk your bike up the hill if you don't want to ride? I would hate to see my taxes spent on something like this.

Makes sense, I have seen earlier versions, like bike traks to help up steep hills. It will be useful where cities are built around bays and have lot's of immediate steep climbs for cyclists to negotiate.

They say $2000 to $3000 per installed meter. This compares to an average cost of $81 per meter in the USA to create a five foot wide bike lane.

It occurs to me that to do this in the US, it would likely have to look just like a real escalator... which might not be a bad thing at all.

Honestly, I would love to see your taxes spent on something like this. Bike escalators are far cooler than more cheap consumer junk and factory farm food.

San Francisco already has cable cars, with cables running up the hill. Something like this could easily be done for the steeper hills without too much additional cost - in terms of material i.e. The legal costs would go through the roof though - it would never be accepted on that basis. I still remember the reaction I got from the Foster City parks and rec committee about having a light installed in children's playgrounds so that they can be used in the evenings during the winter months ..

But the technology already exists - its called a car. And because solutions that make bicycling attractive aren't common, most people use cars.

Perhaps a better solution in many cases is a bike with electric assist for those who need it. An exception might be in a place like Trondheim or other places that only have one or two really bad hills.

Tell that to the mom with groceries and a baby. Or the 80-year-olds that ride but need some help up hills like this.
