Actually, a law can be disregarded if everyone else is violating it. Traffic moves on the 401 at about 120km/h on average, for instance, and everyone is, therefore violating the 100km/h limit. Sometimes everyone is doing 130 and the police disregard all the speeders when everyone is moving at approximately the same speed. If someone follows the max of 100 they create a hazard. Likewise, if someone is doing 140+ they create a hazard as well.

I see about 50% of bikers without bell or lights (and lights are mandatory as well). With a great deal of gloating and self-congratulations (just kiddin folks), all of my bicycles have horns and front/rear lights.
