Sinclair's got the basic idea correct for an enclosed, solar-assisted electric bicycle (< 7' long). Sinclair needs to modify the X-1 to accommodate flexible solar panels. Personally, I'd like to see a mass produced solar-assisted electric bicycle with similar dimensions * ASAP. Such a bicycle could probably be done for as little as $3000.

* I'd extend the roof further forward a couple of feet with the apex of the roof just forward of the rider's head and sacrifice some aerodynamics (very little) in the process. The angle of the roof would need to be steepened a bit to allow for the longer roof and still maintain sufficient visibility.
