There are gadgets that attach to your fork that give a short length of a cylinder that is the diameter of handlebar. With one of these, you can mount your light to your fork.
There are also gadgets that replace your QR nut, and I use one occasionally. Arguably, it places the light too low, but I'm not sure.

Something like the Serfas Thunderbolt which can be mounted on the fork. White for headlight, red for taillight.
