This youtube howto video shows how to cut an inner tube with slits to hold a flashlight on the bars. I haven't tried it, but it looks stable. Use the video slider to fast forward to the last section to see what it looks like when it's done.

Here's my solution…
…actually, I think that rm -rf's suggestion might be better (at last a use for old tubes!).

I bought one of these

(from my LBS, though - same price) and intend to attach it to the left fork leg. The angle of the bracket is adjustable in 6-degree increments. Then, a couple of hose clamps, and Bob's yer uncle.

EMT conduit hangers work very well, are cheap, and come in overlapping sizes for anything round like pipe from 1/2 inch to just over 2 inches in diameter. There made so you can bolt them back-to-back with a short 1/4-20 bolt and nut. There also handy for mounting stuff to the handlebars and frame like extra bottle cages and brackets for pumps and that sort of thing.

Go here for lots of ideas. I had forgotten about this website until I did a search for EMT conduit hangers.

Now where have I seen this?

I was using a 700 x 23 tube, which is all that I had. A wider tube would work better. But the small tube appears to work. I still need to take it for a test ride. It is supposed to be warmer Saturday and Sunday so I will try to take it for a ride around the neighborhood. But it appears sturdy and stable.
When I mounted it on the bike, it appeared that I had done something wrong. At first I thought that I had made it wrong. Then I realized that I did not have it installed like the video. Once I corrected that it worked like it was supposed to. I figure that with my ineptitude, if I can make one from watching the video, anyone can. Interestingly enough, one of the mounts on the webpage that I referenced above is made similarly.
A lady that I bike with needs to buy a light and has seen me using the fenix on rides but has not had a chance to use it. I will mount it on her bike since it is so fast and easy to mount on the bars with this device, probably takes a minute or less, and let her try it. I think she will be sold. She likes my L&M Vega so she will love the fenix.

Hose clamps
For the more ecconomical approach: You can also get two hose clamps, loop the first clamp through the flashlight, loop the second through the loop of the first at a right angle to the connected clamp, loop the second clamp through the handlebar.
Usually can get the hose clamps under a $1 each at an auto parts store or 6-10 packs for a dollar at a dollar store.
