forum glitch?

I use the computers at the local library and have been experiencing an odd glitch on this forum and nowhere else. When I try to go back one page it doesn't happen and when I go up to the carrot it shows as my last page "http403 forbidden". Anyone know what this is? It is not a huge problem as I just click on fifty plus and start over as it were. As it only happens on bike forums I assume the problem is with the site and not the computer. Any answers?

It may be something to do with the "Cookie" rule that I have heard about. Something to do with not being able to leave cookies on the computers that could access your data and I found this morning when I was Buying on line that I could not go back a page to check things. I use Google as my browser and it was a Google message that came up that I had created a violation of code XXXXX.
