ok so i just ordered a 2017 GT Ruckus DJ Zero dirt jump mtb bike. i got it in 23" top tube. Im 5foot11" and weigh about 230lb. Now is it to big for me or is it good?

It's hard to say. I know that top tube length is not a good judge of if it will fit you or not. It depends on the geometry. Did yoy buy it online? They usually have a fitment chart that shows your size by your height.
