help identifying this old split bike

I'm looking for some help to identify this 20" wheel split bike , specifically manufacturer, model , age.
Here's what I know so far
hub is a sachs torpedo JET stamped "36" "R", frame splits in the middle and is of pressed steel construction . There are 5 rings stamped on the seat post adjustment ring , all other identifying marks and badges have been removed or painted over .
a serial number is visible on the left side drop out .
Any help with age or a guess at who the manufacturer is, would be of great asssitance . I hope to restore this bike , just trying to figure out where to start .

wow lots of stamped steel there.... kinda cool in its way ...
front fork has this square plate on it. thats a fixture to hold a lock which goes into the spokes... pretty worthless... but it makes me thing that the bike is from Europe, where those were all the rage in the early seventies .... ( bike boom over here, therefor a lot of euro bikes made it to the US )

thanks for the reply , the bracket on the front fork is stamped Tre Lock , this is a German company still in business making locks and lighting for bicycles , early seventies is also a good clue and starting point to narrow down the identity search
