If you want to call them out in a thread then just put a @ symbol in front of their member name. A little drop down box will show up as you get enough characters to match. Then you can select the proper member name. Such as this one I did for you, SkinGriz
However it might be a little annoying to some to be called out to answer a question. Usually I just link names when I'm talking directly to them or giving them credit for a earlier post in the thread. Though this also depends on whether that member has turned off/on the notifications for "mentions" in their User CP.
And you can always do private messaging. Which maybe is the better choice instead of calling one out in a public thread to answer a question they may not really wish to answer.

Hey SkinGriz did you get a notification? I believe you may have to turn notifications on/off. I don't get notified FWIW when I get tagged.
