Broken Top Tube Cable Guide
I broke this cable guide in a bike stand and wondering how bad the fix for it is. I would like to preserve the original paint. Is it possible to use one of those micro torches and heat the broken one to remove it then either braze a new one on in the same manner without damaging the paint (except on the guide of course, I have a touch up paint that is close in color to paint the guide) or could the new one be JB Welded into place?

Even the most careful application of heat will end up toasting the paint on your top tube 3-4 inches in either direction...however, the paint should really (needs to be) be removed from that area and the metal properly prepped so that the repair job will have proper strength.

Try the JB weld and see how long it lasts. If it doesn't work all you have lost is a little time. If it does work you get more time with the bike untill the next accident.

Visit your local welding supply store and purchase some welding heat sink compound. It's a putty that can be built up near your welding area to limit the heat damage. It won't be pretty, but it will be better than without.
Or, drill out a hole on the underside of the new guide and mig plug weld it quickly in place.
