Powder coating directions please

Good day. I am posting this under frame building because I figure that if you are building them, you are painting them. SO here goes. I would like to powder coat my frame that has just had S&S couplers added. If I understand things correctly, the powder coating should go like this-
sandblast frame to clean off old paint, mask off appropriately, apply powdercoat. I am using a metallic PC, and I would like to add decals afterwards. So then I will do a clear powder coat, allow to cool, then sand with 4000 grit sandpaper, apply decals, and then apply a 2 part automotive clear topcoat to seal on the decals. Is this correct?
