Perhaps look for the notched plate? It could be stuck into the stem by rust or something.

Yeah one comes out the other doesn't. I don't want to force it out if it's not meant to be removed. Plus I can't tell which way it comes out.

You may not have a problem that can be answered by forum... Without actually messing with it in person I'm not sure I can help.

I knocked the other side out with a hammer. That did the trick. I'm just surprised no one else had encountered a stem like this before. I assumed it was going to be an open and shut case!

Unusual that an adjustable stem can't be adjusted on the road. I have one I use on a touring bike because I can adjust the angleso that the stem/handlebar is lower on the road and I can raise it for off-road or gravel road riding. All I need to adjust it is a 6mm hex key.
