Posting Rules Question

I'm sorry if I've missed this in the FAQ, but can anybody please tell me when new members are allowed to create threads in the Marketplace section? I'm relatively new here and I'm not allowed currently. Thanks!

I think you only have to get membership....10 bucks or something like that. I only use this forum for the free knowledge/and try to pass on what I've learned.
