Miele of today has nothing to do with Miele of the past. At first look (if you look just at the pictures) Miele may have a bit more appeal to people who like more classy builds (polished parts, etc). But it is just a play on classic Miele bikes. I wish them all the best and perhaps they will be able to develop the brand more.
Devinci has great reputation in MTB circle, some of their frames are made in Canada from Canadian materials. Not Tosca though but regardless - I see Tosca's on the roads quite often, couple of my friends bought Devinci bikes as well and they like them.
If I absolutely had no choice but to pick between two - I'd go with Devinci.

Anyway, I have seen a whole lot of new riders on full Sora and below levels asking for help on the road. It's a gamble with the low end but I understand your concerns about too much money.
I did once myself use Sora ****ers in a pinch years ago. Not bad but they lasted about a year before I replaced them. That was running with Ultegra Derailleurs. Worked well enough.
But I do have 105 from the year 2005 that still running perfectly after 70,000 miles or so.

I have always said that if a person is new to the sport of cycling and hasn't done anything else like running religiously then they should spend no more than $350 for really nice used bike, because otherwise most people who start a new physical fitness sport do so for about 3 to 6 months then quit which means their new $1,500 or so bike becomes expensive garage art just as millions of bikes and weight machines etc become garage art every year.

I am not technically new to it. A few years ago, I went everywhere with my Jeep bike. I am quite active and before my son was born, I worked out over 5 times a week. I really see this being a long-term thing.
