You can commute on whatever bike you want to. I wouldn't commute on a bike that didn't have fenders and a rack, but I'm old. I assumed you would have to keep your bike outside, which is why I recommended a beater. Since you're keeping your bike inside it probably won't get stolen, but daily year-round commuting takes it's toll on a bike. Keep it clean, and it will last longer. Someday you will realize that your bike isn't a very good commuter.

For clothing, I have purchased a few jackets and padded shorts/pants using Wish app on iPhone for under $25/ea. They were made and shipped from China, so it took ~3-4 weeks to get to the U.S. Last week, I saw the same jackets at REI for $135.
