I'm Facebook friends with the CEO. He seems very knowledgeable.
But sometimes he makes things seem very simplistic. He'll go to a
conference in Brazil; and go on "Yeah you just need to spend millions
& millions on infra - Rio will be the next Holland".

Seems like any other consultancy company: sell you on the fact they have knowledge you want, then charge you to have it.
I'm not really sure three to four days of observation is anywhere near enough to make a comprehensive plan.
