To be fair there's not a whole lot of difference. No top gear and the 22 for a steep hill and that's about it.

Difference of one thousanth.
Mathematically perfect, yet perfectly meaningless.

Close but not perfect, since we have an order of operations ambiguity with the serial division. 28/38/48 could be 35.4 if you go right to left instead of left to right. Just to add some more nerdy babble.

Something Mathematically Meaningful.

28/38/48 crankset provides a 26.0 - 89.2 gear inch range.
22/32/42 crankset provides a 20.4 - 78.0 gear inch range.

Bottom line is the 28/38/48 crankset is better for recreational riders with a tailwind, or going down hill.
Good on flat paved roads with no wind, And good for most hills.

While the 22/32/42 will be better for steep gravel hills, Still provide good speed for flat paved roads on a windless day, But will not be as capable to take advantage of a tailwind, or when going down hill.
