I've used the ones that just clamp to the seat tube (although eventually they fatigue and break on me). I'll also go to the hardware store and get some rubberized P-clamps to bolt the rack to my frame (that doesn't fatigue).

I have seen some that mount to the wheel axle.
Many people use the seatpost mounted racks for 'bikepacking', but they often design their touring setup to be ultralight. If you want to carry heavier stuff then the seatpost racks are not ideal. Sape goes for P-clamps - these can work for securing the rack to the seatstays to prevent fore-aft movement, but if you use them to connect the legs of the rack near the frame's dropouts, they will eventually break.
What sort of bike do you have? There may be other options but it's impossible to know without details on the bike.

Does your bike have a triangular cutout on the rear dropout? I assume that you're wanting a rear rack?
If your bike has the rear cutout triangle on the dropout then these adapters made by Blackburn are very useful.

Use an adapter replacing your skewer or a pair of P-clamps for the bottom mount. You can use padded P-clamps with hose clamps above and below to maintain their location. Use P-clamps or a seat clamp adding eyelets for the top.

A friends got one of the Topeak ones that attach to just the seatpost

He did find it "bounced" a bit so has just put some straps between the saddle rails and the rack and he uses it with a 22 ltr bag / panniers and loves it ... I'm putting one on my Xmas list.

Tubus also has the QR adapter that attaches to the quick release. The problem that I see, is a rear flat will have the rack loose when removing the rear wheel.

The tubus fly rear rack has adapters to mount onto seat stays, and onto rear axles with quick release skewers.
