Schwinn paint of the era when that frame was painted is superior to any paint you can apply yourself, unless you have access to a professional paint booth. I'd just touch up the problem areas and call it a day. If you insist on replacing the original paint, consider powder coat instead of paint. It's more durable than paint, and environmentally less toxic.
