I have done many types of rides in many different states over the past couple decades, and have never – ever – seen any cyclist pick on any other cyclist for what they are wearing, or riding, etc. Absolutely never.

I mean sure I might have chuckled at someone's appearance after they passed or I passed them but not out loud. I don't think I have ever actually seen anyone get made fun of for what they are wearing though we do go after people not wearing helmets but that is not from a looks perspective it is purely one of safety.

I am sure there are a few blips here and there of vain idiots who do that but it always amazes me on a bike forum how much hate there is towards cyclists from supposed cyclists? I might dislike a bike or a part or whatever but cyclists are fine and the ones that aren't are in the end just humans and humans are garbage but sometimes people throw away a perfectly good eclair and it's right on top...

With 36 years in one road club and 6 in another, riding with hundreds of riders and mixing in with other clubs on the road and doing many events with thousands of riders, I have never seen that. Has this actually happened to you?

Given that you impute motive to actions you claim to observe, and given the pejorative nature of the term you use for other riders, I think it's safe to suggest that you suffer from confirmation bias. We see a lot of this in posters who feel the need to distinguish themselves from the mass of other cyclists.
