Anyone have luck with filing an ebay fraud report?
I thinking this toad that is selling a bunch of Polar HRMs is giving me the stick. I purchased an A5 Polar on Aug 22nd and paid through paypal that same day. Its now the 9th and no package. The funny thing is, his feedback was all positive up until I purchased. After that - three consecutive neutrals for not responding to any of these three buyers with updates. I did not receive any updates, until today - when I threatened negative feedback and filing with ebay? He wasnt sure as to who I was, but wanted to know how I paid and the auction item number. Well, I sent him the paypal receipt, proving he had received payment. Still waiting for his response. Any ideas on what do next when it clearly becomes obvious that nothing is coming?

First of all he deserves the negative feedback for taking so long even if you get the product. Then go file the report, he dosent even know who you are....so it seems like you arent going to get anything. If I ever got scammed, I would scam the person of their head.

Give it a little bit of time, first. Then, if you see the product is not going to come, open up both barrels!

Hey, if all his feedback was good up until that time, chances are that something happened to keep him from fulfilling his deals--maybe a death in the family or something. Give it a little more time.

how many positives were there? I generally feel comfortable with (an admittedly arbitrarily chosen) 50 or so.

I would give him this one more chance to respond. Then, in your discretion, decide whether to leave neg feedback and file complaint with paypal (important!)

I'm sorry to hear about this...I had a similar situation with a bidder who had completely forgotten he'd put the item on sale and hadn't checked his e-mails.
If generally they have good feedback I'd give him the benefit of the doubt.

Just ride.
Give him every chance before filing a report. After you file a report, you lose whatever leverage you had and your chances of collecting will be reduced further.

I haven't purchased anything off eBay using PayPal for a few months, but I believe if the seller is certified, PayPal offers some kind of protection. Sellers don't have to have this certification to use PayPal, but the protection only applies to those who are.

If you don't recieve the item and haven't heard from the seller, you can file a complaint with PayPal within 30 days. Then they will investigate, and if the seller has money in their PayPal account, PP will do a refund for you on their behalf (if they are unable to work anything else out.)

This seller had 75 positives when I did "buy it now". After winning, three neutrals came on stating that there was zero communication with the seller, after emailing him to get details on funds received and when they could expect the item(s) to be shipped. After a week, I emailed the seller to find out when and how the Polar was sent - no response. I then sent an email to one of the buyers that entered a neutral response - same issue, but his Polar did arrive (but no email communication). So I figured this would be fine. However, no Polar and its three weeks later. The funny thing is others have received their items, some getting them within three to four days! Where is mine! Only when threatened with negative feedback did someone contact me asking for item number and how I paid for the Polar? Sent a copy of the paypal confirmation - no response as of last night! I told the seller I have no interest in filing a fraud complaint or leaving negative feedback, but that with the lack of communication or a reassurance that I will receive it, the only option would be to proceed. I told the seller I would wait until next monday before any action - giving him time to respond or hopefully the Polar will arrive!

I paid 86 total for the A5. The out of stock is not the problem, others have won the same A5 after me and received them already. I won on the 22nd of August, there is a guy that won an A5 on the 3rd of Sept and received it already? If the A5 is a loss, what kind of deal could I get.
