What is it?

Hi

Bikes: I never learned to ride a bike. It is my deepest shame.

That is a bicycle component used to attach a handlebar to the steerer tube of a fork. It has a quill, likely 22.2mm diameter, that goes down into the fork steerer with some type of expander to hold it in place. THe length of the quill and forward extension of the stem are used to position the handlebar at a height and reach to make the bike as comfortable as possible for the rider.

Looks like an alien or a cyclops but lets see the rest of the bike :-) and the bottom of the stem...
Have you had the stem out? should be a manufactures mark on it...

If you remove it are there any markings? Even a serial number might mean something to someone out there.

Assuming the OP just found a picture and doesn't have access to the bike...

Looks a lot like the silver version of this Origin-8 "Ultim-8" stem with the logo sanded/polished off:

i looked for a while through Deda and TTT and Cinelli and that ^ is the closest I have seen.
