Video editing question

Video editing question
Are there any editing programs (preferably freeware but willing to pay a small price) that can slow down a recording, to like maybe half speed? The searches I've done so far have come back with editors that will speed up the playback.
Any help will be appreciated.
edit to add: the video is a flash video (from YouTube), and I'd really rather not have to convert it to AVI or some other format first.

will the latest movie maker not work?
I use it to do my videos and it has slo mo.

- speed
- select .5, .25 or .125
I'm really not familiar with "flash video" so not sure this will help. MY files are wm and mp4

No, unfortunately movie maker doesn't support the .flv format. It works with my GoPro videos, but not anything I download from YT.

https://www.videolan.org/vlc/index.html
will let you convert the .flv into a more editor-friendly format so you can open it in MovieMaker. Also give VirtuaDub a shot.
