An inner tube is just a big stretchable balloon. There's plenty of room for an undersized tube to stretch into a larger tire. However, installing a larger tube into a smaller tire can be more difficult, and you'd want to avoid it.
The ONLY drawback of using a relatively small tube is that it thins as it stretches, so the normal air loss that all tires have will be faster. Not a big deal, but if you find yourself pumping more often, you'll know why.

Ive been using a 700 x 23 tubes in 700 x 28 tires with no issues, I kind of like smaller tubes, they're easier to install and I think they give you less chances of pinching one when inflating it for the first time.
