Seems like the end product would basically be the same as using an ultralight tube made for that size. The butyl would be the same thickness once inflated using a regular .9mm 20/25c tube vs a .7 28/32c tube. Just wanted to check to see if anybody has done something like this. Running two different sized tires now and don't really want to carry two different sized spare tubes with me.

A 20-25 in a 32 tire? That is a bit of a stretch! ;-)
Yeah, you can do it. You are basically going to have a thinner tube (maybe similar to a light tube?) that is stretched under more tension. I'm guessing that a leak might leak faster and easier, but if you don't put a hole in it, it should work OK.
