Headset Stack Hight Help

Hi guys... Was hoping someone could help me out with a little snag Im experiencing with a winter build Im working on.
I have a frame that was designed for a tapered headset of ZS44 Top and EC49 Bottom.
My headtube length is 120mm. Now, with that information alone, one would think whats the problem.
Trouble is that I have a spacing restraint of 134mm.
What I need is a headset with a top and bottom stack that will not exceed 14mm. I figured this wouldn't be too hard to achieve with components like Zerostack or Gravity only to my surprise I can't seem to find a flush mount bottom bearing that I could use...
I never ran an EC49 lower bearing before and finding one under 5mm is like unheard-of...
Any suggestions???
