Threaded setup - you (generally) don't need as much steerer to run threadless, since the stem quill is used more to adjust bar height rather than spacers under the stem...
Granted, that is still fairly short. Good fork if you've got the right frame/headset/stem retro thing in mind for a build. Crazy short axle to crown to - it would be wacky to do anything with that other than on a retro build.
