I've seen it on a few, but usually if the bike is clearly abandoned, caked with rust, stripped, etc. They usually leave it on for two weeks than take the bike.

I'll need to swing by the transportation yard and see what's there tomorrow morning.

they were behind a fence. id be interested to hear if they were ok with garbage pickers. waste not, want not!
