I can't really see where the center of the bars are. The tool is just irfanView, freeware, draw a line and look at the dimensions.
Contador's bike is pointing away very slightly, you can see that from the fork an the chainstays. Exacerbating the issue at the drops is depth of field (i.e, the near drop would be a little in front of the far one even if the photo was taken straight from the side). Look under the bar, you can see the right drop. I've marked the front edges of the drops and measured to the point at half the distance between them (Coppi's handlebar is also at a slight angle, so there is a small decrease there as well based on the positions of the hoods):



It's amazing how close they seem to be.
