For where I'm from, it's 20 km/h before they bother you so I usually stay within 15-18 km/h above the specified speed limit if it's safe to do so.

I guess I'll chime in with an answer. My Garmin Connect account shows me 18.1 for the last 12 months. That is including all rides....road, recovery, group, gravel... Average speed really means nothing. There are so many variables that you could not possibly measure yourself against anyone, but I hope it helps.
