Looks like a Compact frame, with an extra bar. It also looks like it would be heavy!

Maybe they wanted to build a mixte but weren't sure about it and added the horizontal tube.

there used to be a tyrell F1 team. they weren't very good, either.

That's exactly what I was thinking, except that triple triangle thingie extends all the way to the head tube.

Some more tyrell frames.
I think it is more inspired by Moulton space frames than GT triple triangle (or the original Thanet Silverlight .

I've seen this bike before, they are aiming for the pre-op/post-op transexual bike riding niche.
