Yes, roadies, mtb'rs, commuters, everyone that needs it. Granted I carry 3 on road ride, 6 on mtb rides and 2 commuting.

^Not trying to be a dick, but isnt the whole point of using c02 to save weight and space? If you're carrying around that many cartridges, I'd think you should just get a frame pump.

I just carry around a frame pump. I'm all about reliability, and it's not like they hurt anything. I'll certainly pump another rider's tire.
There are situations where it's better to let someone learn the lesson and have to deal with it so they'll bring air next time... Depends on the situation for me, but I've certainly ridden past people who were near enough to parking. In Moab, especially Slick Rock, I actually consider it a safety service provided by me to let people walk 15 minutes back to their car rather than patching them up and letting them continue, when they clearly aren't prepared for a serious MTB ride.

i only carry Co2 on group rides, but i always ask people who are stopped on the side of the road if they need anything.

I don't race, so I'm always willing to help out another rider. I don't do CO2 though. Frame pumps work well enough and never run out.

I'm usually well stocked enough to help out and indeed do. But I've also left a guy (safely, near gas station, phone and on bus line) who carried nothing at all and would have required significant effort to get my stuff to work on his. Some folks just require more help than I'm offering.

I share my CO2 every time I find myself pulling the group, especially uphill. (and, sometimes, a little methane - damn Cliff Bars!).
Seriously, yes. I carry at least one spare cartridge, and sometimes a pump. I usually offer help to riders I see by the side of the road/trail. Don't care if they are roadies or just someone out for a spin. Especially if they're not roadies - positive vibes on the bike trail are a Good Thing (most assuredly). On group rides, I think it is proper ettiquite and keeps the rider with the mechanical problem from riding the rest of the way solo.

I was doing a charity ride last year. It was raining. For that reason, there were a bunch of flats. I stopped to help a guy on Madone 5.9 Project One. He had run out of tubes and didn't have a patch kit. I gave him a tube. At the next rest stop, the guy at the mechanic tent overheard me tell someone the story and gave me 2 tubes. I was the only one I know that didn't have a flat. Maybe it was karma, maybe it was thick tires. I have never given away a cartridge to a stranger, but I have offered several times.
