Hopefully it makes up for me being a complete ass the rest of the time.

it depends, if i'm riding by myself and see someone that needs help, or if it's a group ride with a group of people that have enough to go around...
a week ago, one of my friends got a flat during a group ride, and the tube in his bag ended up having a bent valve, so i offered to give him the only tube in my bag. i knew that if i got a flat later in the ride, that someone else riding with us would have offered me a tube, so i didn't bother me to offer him one. when we were done with the ride, he walked over to me and gave me a new tube that he got from his car and said thanks, but that wasn't necessary. i would have done it all over again, and i didn't ask for the tube, but it was appreciated...
as far as a stranger goes, i doubt i would offer them something, only because i wouldn't be able to call someone for help if i broke down and needed something i gave them earlier. the way i look at is this, is it really that difficult be prepared, even if it is the bare minimum...
