I think my club's TT overshoes were like £12. They're subsidised though. I tend to wear them with my other club's skinsuit (which was cheaper than the skinsuit from my first-claim club), but fortunately they're black, and I doubt people are looking closely at what's written on my feet.
You can also just put a strip of wide masking tape over the straps and whatnot on the top of your shoe - that'd probably do nearly as much as overshoes and be mildly less ghetto / foot-suffocating than plastic wrap.
Or what about those instant-shrink wrap bags - the sort you put around food or whatever and then heat with a hairdryer so that the plastic shrinks onto whatever is in the bag?

Making a kilometer blurry
Saran wrap will not necessarily be any more aero than naked shoes. For a shoe cover to be effective, it needs to drape over all the parts smoothly. Saran Wrap will have many folds in the direction of the wrapping, and will probably slow you down.
