Meaning of "Grassroot Cycling"

After reading about many cycling programs some of them were said to be a "grassroots cycling program." If anybody could tell me what this means that would be great.

I think you're parsing it wrong.

it's not a program focussing on grassroots cycling, it's a grassroots program focussing on cycling.

I know that's what some manufacturers call their team/club discount programs. It makes sense if you think about it. Instead of getting people to buy their bikes because the pros ride them, they get people to buy their bikes because they are common/popular around town, with regular people...

This is how it was worded in the information from the team "The Program
is the only grass-roots road racing development program in the Upstate."

It probably means they are trying to get increased awareness/interest in racing. I.e. getting non-racers to race, rather than an elite team that just tries to get the best of the established racers.

Grass-roots in general is about growing support for something.

Hi,

Often the word grassroots denotes starting at the base level. Grassroots cycling typically refers to most of us, people who ride or compete mostly because we love the sport because the pay ain't great.

As related to the racing side; it's about getting new people involved and supporting the base of racers who compete year after year to keep the sport alive and well at the local level.
