Probably a brand new bike for him(you). So he hasn't bothered to remove the warning sticker from the fork. I'll never, ever, criticise someone for either leaving or installing reflectors on their bike. I don't have any, but, then again, mine didn't come with any. But what do I do when I wake up for pre-dawn rides? Put a reflective vest or jacket on, turn the head and tail lights on and do just about anything I can to be seen. With regard to spoke protector. If it's brand new and with so few spokes I wouldn't blame anyone for leaving it on, at least until they are sure that the stops are located adjusted and that there is absolutely no chance of dropping the chain.

Assuming those are what you were trying to highlight in your photos.

Wait, valve caps are now fredelicious? Some of you people really need to get a grasp on reality, MYOB, and get off the internet.

And I just love how certain safety items are defined the same. A dude runs reflectors (that could possibly keep him from being hit) and he is a fred as well.
