How does one achieve this look? Is it a special tape or is it a way of wrapping two different colors of bar tape?

Nah, Man. They make two-tone bar tape. They have been doing it at least since the early '80's and probably earlier than that.

Here is an example of vintage two-tone bar tape. You can still get it - made today in modern color and patterns.

I'm not fond of the look and quickly replaced it, but my roubaix came with black/red tape that was stapled together and hidden under the hoods.

It has a Fizik saddle it is more than likley Fizik's bar tape it is a split color tape.
