"tarck" is intentional and refers to the fact that it's not built to ride on the street but only on velodromes. sometimes people don't like buying tarck bikes because road debris chips paint, etc...
thus, "hasn't been tarck on" means it hasn't be ridden on the street for tricks, commute, show off purpose.
when he says it has "been locked up less than 10 times," he means he has only used a u-lock on it less than 10 times, lessening the chances it has been scratched or rubbed on other metal parts which could ruin paint.
the young kids are all about the paint job!

don't mean to be a buzzkill but thus far, the attempts at humor have been weak anyway.
tarck = tricking/jumps on a track/fixie bike.
locked up = locking up with a bicycle lock, eg, when using a bicycle to commute. could also refer to skidding (locking up the rear wheel) but in this context it is clear seller means the bike has not been subjected to the rigors of commuting.

Sorry, but I'm not a professional comedian. I did amateur stand-up comedy in college. I was so bad that they called me the "sit-down comic". Every time I got on stage to tell a joke, the audience would holler, "SIT DOWN!"
