Its going to of no use vs rain whatsoever. As soon as you start to move forward the rain will just blow right in. That and the fact that a good sidewind would push you into the nearest object. I saw an interesting solution on mythbusters. They took a 125cc motorcycle and wrapped it in a cocoon to see if they could get better efficiency. They did, but as a side effect you would be almost rain proof. You might just sweat a storm in a portable green house though.

Sure, I bought one for my wife and I, and IME it is more practical to wear when walking carrying a package than using it while riding a bike. I don't know if you can see in the pic, but you wear it like a backpack with adjustable shoulder straps. It is very snugly fitted. The wife never did try to ride a bike in the rain with hers, but we had two days of light rain about 6 months ago that I tried it out on.
